FINANCIAL ACCOUNTABILITY

The main purpose of this ministry is to tell people the way to Heaven. Good works will not give you salvation. You must trust Jesus Christ "alone" as Savior. Jesus said in John 14:6 "1 am the WAY, the TRUTH, and the LIFE. No man cometh unto the Father, but by ME." He is the "only" way to Heaven. You should sincerely pray: Jesus, save me from my sins, I trust you "alone" as my Savior so when I die I will go to Heaven, in Jesus name, Amen. Call or write me if you prayed or for more information.

The Lord has really blessed this ministry. I have written a book called TAKE THE GOSPEL TO EVERY HOME. It describes the many past and present outreaches. The book also gives the results etc. It is over 100 pages. There is also a "condensed" version that describes this ministry without the results. Call or write if you want these books. The following explains the financial part of this ministry. Please contact me if you would like to help me reach many more people for Jesus Christ.

Dear Friend:

You probably get letters from many ministries looking for financial support. You probably wonder how you can tell which to support. Let me recommend 6 different ways:

1. Look at the doctrine. You can tell by the newsletters that we have sound doctrine. We donít compromise with liberal churches or cults.

2. Look at the outreaches. The front of this newsletter indicates that there are many outreaches to "lost people". Evangelism is the main purpose along with recommending people to good Bible preaching churches.

3. Look at the cost and overhead expenses. The overhead for this ministry is very low because there aren't any salaries from current contributions. This is indicated on top of the newsletter. Therefore this ministry is very "efficient" as related to how your money is spent to reach others.

4. Look at the minister to determine if he was really "called" to the ministry. I was called to this ministry many years ago. I had a good job as an electrical engineer but the Lord was leading me into the ministry. One day I was praying and I asked the Lord to let me know "right now" what I should do. At that moment a friend "called" and he said the Lord told him to call me and tell me that I should go to seminary. I went and the lord led me into this ministry.

5. Does the ministry give God all of the glory? As you read the

newsletters you can see many statements "TO GOD BE THE GLORY"

starting on the front page. I can do nothing without Him.

6. Does the ministry have financial accountability? I have to file a 990 private foundation to the IRS every year. I have to indicate where the money is spent and also notify the attorney general.

(Details following.)

Minimum Overhead

This ministry has low overhead cost which is very important because the money contributed by individuals and churches is used to reach people for Jesus Christ instead of the following: retirement fund + property taxes + secretary salary + property maintenance + clothing expenses + building alterations and improvements + mortgage payments + rent + natural gas + electricity = $0. These are necessary in some cases but not for this ministry.

Have you ever wondered if it is wrong for a ministry to ask for money? No, the important thing is how the money is spent. One sign of a good ministry is to reach a large number of people for the least amount of money. That is one purpose of this ministry. In order to help accomplish this I have not taken a salary since December 1994 from current contributions. In fact no other salaries have been paid since this ministry started February 1974. This keeps the overhead cost low so more people can be reached.

This ministry is a non-profit organization and a private foundation. This is very important as related to financial accountability. I must file a 990PF form every year to the IRS. I have to indicate the total income, expenses, value of the ministry, total assets, total liabilities, etc. I am also required to send a copy to the Attorney General.

The Lord holds this ministry responsible for how the money is spent. He will also hold you responsible for where you contribute. We should support organizations that have sound doctrine, local church oriented, and don't compromise the Bible in order to get more financial support. Money contributed to this ministry might reach a hundred times more people than the same amount of money contributed to another organization with higher overhead expense. Thank you for your prayers and support.

The News and The Bible

Gentlemen:

Based on the information supplied and assuming your operations will be as stated in your application for exemption, we have determined that you are exempt from Federal income tax under Section 501(c)(3) of the Internal Revenue Code.

We have further concluded that the organization is a private foundation as defined in Section 509(a) of the Code. We did not consider whether you qualify as an operating foundation.

If your purposes, character, or method of operation is changed, you must let us know so we can consider the effect of the changes on your exempt status. Also, you must inform us of all changes in your name and/or address.

You are required to file Form 990-PP (Return of Private Foundation Exempt from Federal Income Tax) and Form 990-AR (if at any time during the year the organization had at least $5,000 of assets) by the fifteenth day of the fifth month after the close of your annual accounting period. The law imposes a penalty of $10 a day, up to a maximum of $5,000, for failure to file a return on time.

You are not required to file Federal income tax returns unless you' are subject to the tax on unrelated business income under Section 511 of the Code. If you are subject to this tax, you must file an income tax return on Form 990T. In this letter we are not determining whether any of your present or proposed activities are unrelated trade or business as defined in Section 511 of the Code.

Donors may deduct contributions to-you as provided in Section 170 of the Code. Bequests, legacies, devises, transfers, or gifts to you or for your use are deductible from Federal estate and gift tax purposes under Sections 2055, 2106, and 2522 of the Code.

You are not liable for Federal unemployment taxes. You are liable for social security taxes only if you file a waiver of exemption, Form SS-15, as provided in the Federal Insurance Contributions Act.

This ministry is registered as a charitable organization in Pennsylvania. A form is filled out every year and mailed to them along with a copy of the 990PF form mentioned in the previous section.

Dear Friend:

I am writing you this letter to let you know that this ministry has good financial accountability. This organization is a non-profit ministry with a board of directors. It is also a private foundation. The private foundation status is very important as related to financial accountability. I must file a 990PF form every year to the IRS. I have to indicate the total income, expenses, my salary, value of the ministry, total assets, total liabilities, etc. I also have to answer 16 questions about this ministry. I am required to send a copy of the 990PF form to the Attorney General.

Please understand that this ministry is not controlled by the government. They only make sure that the money is being used for the purpose of the ministry. I am in the position now where I could remove the private foundation status, but I have decided not to remove this. I will keep the private foundation status in order to make sure that your contributions will be used properly.

I recommend that you make sure that the organizations that you support are financially accountable to somebody. Most of them are probably non-profit, but not private foundations. Your money is tax deductible but they probably are not financially accountable to anybody outside of their organization. Most fundamental Christian organizations are good. However, we have seen that some are not.

I need your financial support. As indicated you can be sure that your money will be used properly. Please send a good contribution and consider becoming an OUTREACH partner by supporting this ministry monthly. Send your gift in the enclosed envelope and make your checks payable to THE NEWS AND THE BIBLE. Your contribution is tax deductible. Thanks.

Sincerely In Christ,

Evangelist David Hinton
